Dr. K. P. SINGH'S CONTRIBUTIONS
Dr. K. P. Singh has made historic and lasting contributions to the building of modern India through his pioneering role as a real estate developer and corporate leader with a vision to transform the urban landscape of the country by setting new standards in the housing and urban development scenario, emerging as the driving force behind the world's biggest and fastest-growing real estate development company, DLF Limited and ushering in a new era of economic growth and prosperity, creating world class infrastructure to attract unprecedented levels of foreign and domestic investment inflows, generating new employment opportunities for lakhs of both highly educated as well as unskilled job-seekers and changing lifestyles.
I. THE VISION
In the early Eighties, Dr. K. P. Singh took it upon himself to spearhead a total transformation in the Housing and Urban Development scenario in the country because he foresaw that under the then prevailing dispensation of State-controlled real estate development the growth of urban infrastructure would not be able to keep pace with the burgeoning demands of the rising urban population of a nation that was destined to emerge as a global economic superpower.
Visualizing that only the collaborative efforts of both the public and private sectors could achieve the goal of creating cities of the future with adequate housing and urban infrastructure to meet the needs of future generations, he single-handedly worked towards bringing to an end the era of State monopoly in urban development and catalyzing far-sighted reforms to open the doors for professional private developers to play a major role in building onsite infrastructure for homes, offices and entertainment and retail complexes.
His visionary efforts were crowned with success, largely due to the positive response and encouragement of the then Prime Minister, the late Mr. Rajiv Gandhi, enabling Dr. K. P. Singh and DLF to embark on the truly historic, incredibly ambitious and hugely successful Gurgaon satellite city project, which is today the single-most important and influential urban development model in Independent India that is being replicated elsewhere in the country.
II. THE GURGAON MODEL
As the architect and creator of the new city of Gurgaon, Dr. K.P. Singh directly contributed to bringing about profound and fundamental changes in very concept of Housing and Urban Development and setting new standards and benchmarks for the entire real estate development industry in India.
The Gurgaon Model was based upon a set of bold and imaginative concepts that covered the whole spectrum of urban development parameters ranging from novel and participatory land acquisition strategies, to path-breaking business partnerships and provision of futuristic facilities that changed the lifestyles of the end-users, the citizens.
Innovator of Farmer Partners: Dr. Singh conceptualized a unique and innovative model for acquisition of land from the farmers by involving the farming community as 'Partners in Progress' in Housing and Urban Development. By identifying himself with the land-owning farmers at a personal level, he successfully acquired as much as 3000 acres, in the most homogeneous way possible.
Pioneer of PPP concept: Dr. Singh pioneered the concept of Public-Private Partnership, with private sector involved in creating on-site infrastructure and the public sector responsible for providing off-site infrastructure, the funding for which was mobilized from the property-owners and paid to the Government.
Originator of EWS Housing: Dr. Singh introduced the concept of "inclusive development" by providing affordable housing for the Economically Weaker Sections of society. All DLF projects have a provision for earmarking 15% of residential units for the EWS category. In effect, Dr. Singh was instrumental in shaping the policy of "the prosperous subsidizing the poor". Taking the cue from the DLF model, the Union government has since made it mandatory for all private developers to provide 15% units in projects for EWS housing.
III. THE DLF STORY
Dr. Singh is the undisputed leader in the country's real estate business, presiding over India's largest real estate company, DLF Limited.
Head of India's 3rd largest private sector company: Dr. K. P. Singh is Chairman of DLF Limited, which in 2007 successfully completed India's largest-ever IPO (initial public offer), raising approximately $2.2 billion from investors. DLF Limited is the country's third largest private sector company in terms of market capitalization, which today stands at over Rs One Lakh crores.
Creator of Unique Business Model: Dr. Singh has developed a unique business model for his company based on development earnings and rental earnings, with an exposure spread across businesses, segments and geographies to mitigate market down cycles.
Pan-India Presence: Under Dr. K. P. Singh's leadership, DLF has spread its presence to 32 cities across 18 states of the country. DLF presently has around 60 million sq ft of area under construction across residential, commercial and retail segments, taking it amongst the largest developers of the world. Dr. Singh has ensured that DLF acquires strong management teams, which run businesses independently, though complementing each other.
Expanding Horizons: Taking his objective of 'Building India' to new level of realization, Dr. Singh has expanded the horizons of the DLF group into new verticals like Hospitality, Financial services, Infrastructure and SEZs, and now Retailing.
Strategic Alliances: To cater for the requirement of growth of its various businesses, DLF Limited has made strategic alliances / joint ventures with the following international organizations;
- Hi-Tech construction and development of infrastructure - a JV with Laing O'Rourke, a leading UK based Construction Company.
- Hospitality - a Joint Venture with Hilton Hotels Corporation for the development of 75 business hotels across the country.
- Luxury Hotels - DLF has also acquired controlling stake in Aman Resorts, a chain of marquee luxury hotels and resorts in 18 cities worldwide.
- Integrated townships - a JV with Nakheel group of Dubai to develop two large integrated townships of 20,000 acres each.
- Financial Services - a JV with USA based Prudential Insurance for providing insurance and asset management services.
Corporate Social Responsibility (CSR) Initiative: Dr. Singh has been a firm believer and is committed to the concept of corporate interventions in the social sector encompassing CSR and philanthrophic activities. He has constantly provided direction and impetus to the development activities of the DLF group which include:
- Bringing major reforms and improvements in the living standards of the construction workers;
- Adopting villages in and around DLF townships;
- Supporting the basic education for the underprivileged in over 25 villages; and
- Providing job assured skill development training in areas of hospitality, customer relations and sales and IT enabled services for over 1500 rural youth annually.
To accelerate and synergise the initiatives in the social development field, Dr. Singh has established the DLF FOUNDATION, which embodies his vision of significantly contributing to the upliftment of the less fortunate sections of society and transforming stagnant lives into active partnerships, thereby creating sustainable economies.
Initiative for Self-regulation & Ethics in the Housing Sector: Dr. K.P. Singh has pioneered a national movement for Self-Regulation and Ethics in the Indian Housing and Real Estate Industry that has blossomed into National Real Estate Development Council (NAREDCO) - the apex autonomous self regulatory body of Public and Private Sectors, functioning under the patronage of the Ministry of Housing and Urban Poverty Alleviation, Government of India, with State Real Estate Development Councils (State-REDCOs) being established in various States of the country.
Promotion of Golf in India: A keen sports enthusiast, Dr. K. P. Singh has also pioneered the development and promotion of Golf, Golf Tourism and related sporting facilities of international grade. The DLF Golf & Country Club, comprising of an Arnold Palmer signature golf course with night golfing facility, has set the trend for development of world-class designer golf courses in the country. Recently, the DLF Golf course was adjudged the best in the sub-continent in the Eighth "Asian Golf Monthly" awards. This award is widely regarded as the 'Oscar' of the Asian golf course. This vision of Dr. Singh has been instrumental in presence of a large number of expatriates in Gurgaon, ultimately leading to growth of IT/ITES services in a big way in and around Gurgaon
IV. GAINS FOR THE NATION
One of Dr. K. P. Singh's most outstanding contributions to the Indian economy has been the fact that he played a historic pioneering role in creating world-class infrastructure to attract foreign direct investment and also facilitate the advent of the BPO phenomenon.
Opening the Gates for FDI: One of the most significant contributions of Dr. K. P. Singh with far-reaching economic ramifications for the country was that by creating world class infrastructure he attracted leading global companies to set up offices in India, thereby virtually opening the gates for the inflow of Foreign Direct Investment (FDI) into the country This has been vouchsafed by Jack Welch, the legendary CEO of General Electric, who said in an interview: "K.P. was the igniter of the flame for GE coming to India". After GE set up its first office at DLF Corporate Park in Gurgaon, it led to massive investments from hundreds of other global corporations, thereby helping to create several lakhs of jobs besides contributing wealth to the economy.
Ushering in the BPO era: Dr. Singh was also the first real estate developer to attract the first-ever Business Process Outsourcing (BPO) venture from abroad. In the early 1980s, he personally inspired the legendary Jack Welch of General Electric to visit India and thereafter place an initial order of US$ 10 million to get part of General Electric's business process outsourcing done in India for which a state-of-the-art building, Corporate Park in DLF City, Phase III, Gurgaon, was created on a built-to-suit basis. This single breakthrough became the pace setter for the inflow of FDI worth billions of dollars by other global corporations. The story of Gurgaon's growth as an outsourcing hub is now an integral part of India's rise as the number one BPO destination in the world.
